What is the conflict that so polarizes the most advanced civilizations of the galaxy, that Earth had to become the peace treaty.
What is the "winning condition" for this peace treaty?
And why/how will the peace treaty resolve the conflict? For example, who will enforce the resolution?

@mark It’s a lingering conflict that started a very long time ago from our perspective. The war started in Lyra, worked its way through many other star systems affecting planets including Earth. There are several planets that have been destroyed due to this conflict including Vega and Maldek. The destructed remanence of Maldek is what makes up the astroid belt around Earth.
There’s polarity in existence on every plane, including galactically. There are negative forces that invade star systems and enslave the planets. That’s what happened to Earth, we are enslaved by Draconian rule. Born into a Draconian system of economic enslavement, oppression, suppression, manipulation, control and struggle. Terra/Earth was supposed to be a neutral planet. Where other galactic influences store genetics and co exist peacefully in trade and development. A galactic hub so to speak. The Draconian forces took Earth in the same way they’ve taken over other planets. There are benevolent galactic forces that have been at war with the Draco for a very long time. Wars in Lyra, Orion, Alpha Centauri and so on. At this time, there’s a quarantine in effect around Earth and there’s an agreement in place. Allowing the Draconian elements to leave while making sure no reinforcements arrive.
Enforcement of the blockade and cosmic law is done by a collective of positive races acting independently but in alliance with each other. There’s not one organization that enforces or is responsible for making decisions, it’s a collective of forces that work in cooperation for the highest good. The nick names for this collective include some examples like, Galactic Federation, Galactic Forces of Light and so on. The Pleaidean, Selosion forces may be responsible for security, while the Arcturians/ Andromedans are on contact and ascension support. Sirians such as Sananda aka reincarnated Jesus/Yeshua are in a command role. It’s a mix bag of positive galactic races working together. Divinely guided by Source, Saraphim, the Arch Angels, Angelic realm, Ascended Masters and other Divine beings of light.

Unfortunately, I don't think you really got the sense of my question. I wasn't asking for the details of the battle, but why there is any battle at all.
What would more advanced civilizations have to battle about? Surely it can't be over resources. And the words good and evil are very subjective and would need definition. Death is not an end, just a transition, so the issue can't be anything related to life & death.
Then once I understand what the battle is about, I'd like to know in what way anything happening on Earth would lead to a resolution of the conflict.
And even if it does, who enforces the resolution. Or is the battle just philosophical and once the answer it known, it is just clear to everyon and needs no enforcement?
That's the sort of thing I thinking about. And for context, I'm guessing that whatever the more advanced civilizations have to battle about, might be relevant to the question as to whether advanced AI is actually a danger to us. Why do we assume it will be "on the other side" of this advanced battle?

@mark I hear you. Very good question. As advanced as these galactic races are, there is no escaping polarity. We never escape the opposing dark and light energies. Source is both dark and light and will manifest in that way for us to experience polarity. The darker races actually feed off of negative emotions and energies. They are parasitic in that sense. Although super advanced, they cannot escape their urges for replenishment energetically. The Draconian urges have fueled the wars for ages. As the benevolent races have continued to fight and liberate the planets imprisoned by the dark forces. We have to remember that we exist in the mind of Source. All of us are fragments of Source manifesting our own experiences. As the dark races infiltrate a population it only takes a couple of generations to re write history and create a reality for the population to manifest in support of their agenda. This Matrix is a clear example. It’s a really big topic but we can unpack it any time.

This is a very complex issue, and MUCH has been written and channeled about this by many sources. The full story would take a lot of time to explain, but Nick's summation is more or less correct.
In the ether of physicality, Lyrian (humanoids) were manifested in the light of polarity, and Draco reptilian's manifested in the dark of polarity. Polarity and conflict is needed for advancement and growth. IE, there would be stagnation and boredom without challenges in the third dimension. So in a way, both need each other and the conflict in the grand scheme of things is good for both. Taken to its logical conclusion will lead to peace, cohabitation, acceptence, etc. All souls eventually merge back into one consciousness for a period of time. Then eventually, inevitably, end up fracturing and splitting apart again. This cycle has been known as "The Breath of Brahma" and is endless.
