Other Galactic councils & Evolution

Besides the GFL are there other Universe Nation Councils or conventions that vote on the Humanity on Earth: If were advancing as a collective enough to dictate whether we will continue humanity's evolution or if we need to be wiped and started over again? Who or what collective makes these calls? And also how are we doing with evolution?
