Getting relaxed
This is a tough one, my step mum used to live by a interstate, it was so noisy, it was impossible for me to get in the zone there, i had to go somewhere else to meditate. I think, if ( and only if ), the noise is relatively constant, you might want to look into noise reduction headphones, (an interstate is kind of "constant white noise" ), that would work.
Ear muffs would work too, senses deprivation is a common technique used by monks ( blind the eyes, stop sound ) , i forgot the name of this practice, i used it during massages, it's very very powerful stuff. My masseuse uses it too on some of her patients now ( it's not for everybody, some people are too afraid of silence ).
So my advice for you is go to a store and try noise cancelling headphones before you buy.
My method is sound amplification. I crank the music in headphones. It is my way of finding inner peace. Whether it is music of choice or a white noise type. Sometimes things are opposite of what you need! At least for me it is that way. I drown my distractive thoughts!
